Jessica M. Roth* is the Director of Legislation and Health Policy in the law firm of McDermott Will & Emery LLP and is based in the Firm’s Washington, D.C. office.
Jessica is responsible for formulating legislative strategy and providing advice on appropriate client action before public policy-makers, including federal agencies and the U.S. Congress. She is responsible for responding to communications with government officials on behalf of clients to suggest regulatory and/or legislative proposals, solutions, and compromises. She has experience drafting summaries and preparing impact analyses of legislative and regulatory developments of interest to our clients and drafts position papers and other materials, including data analysis, supporting client positions for submissions to Congress and regulatory comments for submission to federal agencies.
Jessica is responsible for managing "Government Day" programs where clients travel to Washington for briefing sessions and visits on Capitol Hill, which includes developing advocacy messages and supporting documentation, determines Congressional Committee and Leadership offices with whom our clients should meet and develops and oversees scheduling of Capitol Hill advocacy meetings. She also drafts, edits and submits coverage reconsideration requests to local and national payers and reviews scientific literature to identify clinical evidence supporting policy recommendations. Jessica works with client policy and medical affairs staff and McDermott attorneys in finalizing comments and submitting to payers.
Jessica is responsible for monitoring local coverage policies and reporting to clients on draft policies that may affect their products. Likewise, she monitors national policies on coverage, coding, and payment for products and services and prepares issue briefs and talking points for clients and advocacy groups.
Prior to joining McDermott, Jessica provided support to clients in health care pay-for-performance and value-based purchasing. She has evaluated the Centers for Medicare and Medicaid Services (CMS) proposal for quality-based hospital reimbursement in comparison to private-sector initiatives. She has experience providing implementation support for a national hospital pay-for-performance program. She has developed models and case studies related to the sustainability of health information exchange efforts across the country. Jessica has also reviewed and evaluated performance measures related to empowerment of consumers in health plans.
Jessica was the Senior Director of Federal Health Policy at Strategic Health Care in Washington, D.C. There, she assisted clients to achieve strategic objectives by analyzing Medicare and other public policies. She evaluated CMS’s Inpatient Prospective Payment System Notice of Proposed Rule Making (NPRM) and modeled and described the potential impacts of the changes described in the NPRM for clients. She has developed a detailed model and framework for analyzing the Hospital Outpatient Prospective Payment System and ASC Prospective Payment System Notice of Proposed Rule Making.
Jessica was also a senior associate in a premier national health care and human services consulting firm where she performed quantitative analysis for government, foundation, provider and corporate clients.
Jessica is a member of the Governing Board of Shady Grove Adventist Hospital in Rockville, Maryland.
