Gregory Mocek* is a partner in the law firm of McDermott Will & Emery LLP and is based in the Firm’s Washington, D.C. office.  He is a member of the Firm’s Energy and Derivatives Practice Group as well as the Regulation and Government Affairs Department.

Prior to joining the Firm, Gregory was the director of enforcement for the United States Commodity Futures Trading Commission (CFTC).   Gregory joined the CFTC in 1998, and rose through the Commission to serve as one of the longest serving enforcement directors in Commission history.   He was responsible for managing the Commission’s enforcement investigations, policies, and related litigation in the United States.  Gregory led enforcement investigations and prosecutions, concerning allegations of fraud, manipulation, and other violations of the Commodity Exchange Act (CEA), in a broad spectrum of commodity markets such as energy, currency trading, financial futures contracts, agriculture and metals.  He managed a wide variety of domestic and international cases involving complex OTC, physical, and on-exchange transactions.

As the director of enforcement, Gregory worked closely with the President’s Corporate Fraud Task Force, the Federal Energy Regulatory Commission (FERC), the Federal Trade Commission (FTC), the Securities and Exchange Commission (SEC), the U.S. Senate Permanent Subcommittee on Investigations, the Financial Services Authority (UK), and multiple other government regulatory bodies. Gregory also played a key role in multiple high-profile CFTC actions against Enron, and dozens of energy companies and traders. 

In the hedge fund area, Gregory helped lead the CFTC’s efforts to prosecute CEA violations and oversaw actions against more than 70 commodity pools, commodity trading advisors, and hedge funds which included civil cases against Bayou Management and Samuel Israel et al, Lake Dow Capital, Albert Parish, and Lake Shore Asset Management Limited.

Before his appointment as the director of enforcement, Gregory held several titles at the CFTC, including special counsel to chairman James Newsome, and senior trial attorney.  Gregory holds a B.S. in Finance from the University of Louisiana, a J.D. from Tulane University, and an LL.M. in International Banking from the Morin Center for Banking Law Studies at Boston University.  He is admitted to the State Bar of Louisiana.
