David Ransom is Legislative Counsel in the law firm of McDermott Will & Emery LLP and is based in the Firm’s Washington, D.C. office. He represents clients before Congress and provides counsel on legislative and other matters.
Mr. Ransom previously served as Senior Communications and Policy Advisor to U.S. House Majority Leader Steny Hoyer, where he advised the Leader on communications, policy, political, and Floor strategy. In that capacity, Mr. Ransom’s primary responsibilities included ensuring coordination between the Leader’s policy and communications operations, drafting statements and speeches on all issues, and producing advocacy materials for Members of the House Democratic Caucus. In his almost 10 years on Capitol Hill, Mr. Ransom acquired an extensive knowledge of Members of the House on both sides of the aisle, and counseled Congressman Hoyer during three leadership races. He also served as Communications Director for Congressman Hoyer during the Congressman's tenure as Democratic Whip and as Ranking Democrat on the Committee on House Administration.
Prior to working for Majority Leader Hoyer, Mr. Ransom worked in the public affairs department of a very politically active national trade association, where he assisted in the development and execution of its communications and lobbying strategies.
Prior to law school, Mr. Ransom was an award-winning newspaper reporter.
He received his J.D. from the William Mitchell College of Law, where he was an associate editor of the William Mitchell Law Review, and his B.A. from the University of Iowa. He is a member of the State of Minnesota Bar and the District of Columbia Bar. David clerked for the U.S. Attorney's Office in Orlando, Florida, and a state prosecutor’s office in Minnesota.
