WASHINGTON, D.C. (August 4, 2008) — McDermott Will & Emery is pleased to announce that Tony Mansfield joined the Firm's Washington, D.C. office as a partner on August 4, 2008.  Mr. Mansfield will be a member of the Energy and Derivatives Markets Practice Group.  Prior to returning to private practice in 2007, Mr. Mansfield was a Chief Trial Attorney and Counsel to the Director in the Division of Enforcement of the United States Commodity Futures Trading Commission (CFTC).  He currently serves as a member of the CFTC's Energy Markets Advisory Committee formed in February of this year.

"Tony's experience as a Chief Trial Attorney and Counsel to the Director in the Division of Enforcement, coupled with his experience in private practice representing integrated oil companies, investment banks, hedge funds, marketers and exchanges, provide him with an excellent foundation to counsel clients facing government investigations and enforcement actions and complex litigation issues," said Bobby Burchfield, co-partner-in-charge of the Firm's Washington, D.C. office.

"Tony has tremendous experience representing clients in enforcement investigations conducted by the CFTC, the Federal Energy Regulatory Commission, other government agencies and Congressional committees," commented Paul Pantano, head of the Energy Derivatives Markets Practice Group.  "The addition of Tony's skills and leadership to our existing team, which will shortly include Gregory Mocek, the former CFTC Enforcement Director, will further enhance our ability to provide our clients with the best enforcement defense representation available."

Mr. Mansfield focuses his practice in the areas of commodities, derivatives and securities litigation, complex commercial litigation and regulatory matters.  While serving as a Chief Trial Attorney and Counsel to the Director in the Division of Enforcement of the CFTC, Mr. Mansfield oversaw the Division's investigation of the 2003 price spike in the U.S. natural gas markets.  He was also responsible for the Division's investigations of numerous energy and power marketing companies relating to price reporting in the natural gas markets.  He played a central role in the Commission's subpoena enforcement actions against natural gas price index compilers, involving First Amendment "Reporter's Privilege" issues, and was heavily involved in the Commission's defense of its exercise of jurisdiction over false reporting in the natural gas markets pursuant to the Commodity Exchange Act.

Mr. Mansfield regularly appears as a panelist at commodities and derivatives industry conferences and before industry trade associations.

Mr. Mansfield earned his J.D., cum laude, from Vermont Law School, his Master of Studies in Environmental Law, cum laude, from Vermont Law School, Environmental Law Center, and his B.A. in economics, cum laude, from Bowdoin College.  He is admitted to practice in the District of Columbia and Massachusetts.  He is admitted to practice in the United States District Court, District of Massachusetts; the United States Court of Appeals (1st Circuit) and the United States Supreme Court.  He is a member of the American Bar Association and the Futures Industry Association.
