Former Tax Foundation Executive to Help Clients Navigate State Tax Compliance, Policy and Controversies

McDermott Will & Emery is pleased to announce the arrival of Joe Bishop-Henchman as Counsel in the Firm’s Tax Practice in the Washington, DC office. As part of the State and Local Tax group, Joe will advise clients on tax compliance, policy and controversy matters.

Joe spent 14 years at the Tax Foundation, directing its state policy and legal programs, and where he most recently served as executive vice president. There he worked with elected officials and stakeholders to achieve major state-level tax changes, advised on federal tax policy changes and conformity, and assisted nonprofits and business groups in studying and developing tax proposals.

His reputation and skillset will help our team solve client tax problems holistically. Joe has been closely involved in the most important policy debates on taxation issues, including the interplay between state and federal-level policies and regulations. He was critical to strengthening the Tax Foundation’s reputation as a reliable, research-based resource for lawmakers, business groups and the general public. In addition to managing the development of annual state ranking reports and other major studies, his role included testifying to Congress six times during his tenure and producing multiple amicus curiae briefs on key tax law cases.

Joe received his BA from the University of California, Berkeley and his JD from George Washington University Law School.

To keep pace with the ever-increasing complexity of the interplay between state and federal tax policies, McDermott’s SALT group is also adding an associate in the New York office.
