David Noren said at an American Tax Policy Institute conference that international tax incentives have evolved to require activities rather than just financial investment in a country, which can increase demands from the jurisdiction after a tax agreement expires. “Once they kind of have you hooked, if you want to renew, the demands will increase in terms of the level of substance, the level of jobs they expect to see if you want to keep your deal on the same terms,” Mr. Noren said.
