Stephen Kranz told a 2016 District of Columbia Bar event that House Judiciary Committee Chair Goodlatte, who has opposed tax nexus bills in Congress, has a world view grounded in the principle of “no regulation without representation.” Originally frustrated with a California law affecting any farmer selling eggs into the state, Goodlatte’s dislike for cross-border regulation has bled into the tax discussion, Mr. Kranz explained.
