Arthur Rosen told the NY University Institute on State and Local Taxation that the November election created “a totally new world” in Washington, where “everything has changed” and may allow Congress to take long-awaited action on several bills impacting state and local taxes. Mr. Rosen added that because many congressional members and staff prefer to handle all or some bills together, a combination of bills “is not unlikely” in 2017.
