Stephen Ryan, defending the former director of a Defense Department intelligence unit against charges in a complex contracting case, said that another Pentagon official “lied to this court straight up” when he contended he merely followed regulations by destroying documents central to the defense. Mr. Ryan added that Navy officials had demonstrated “more than a whiff of bad intent” by destroying evidence.
