M. Miller Baker said the President’s Supreme Court nominee Merrick Garland “reflects the political reality that the Republicans control the Senate,” precluding the choice of “a younger, if not even more liberal, nominee.” Mr. Baker added, “Senate Republicans will be tempted to confirm Garland because of the reality that if he is not confirmed, a President Hillary Clinton will likely nominate a much younger, and probably even more liberal, nominee.”
