Paul Devinsky said that a District of Columbia Circuit Court decision in January “provided the FCC with a simple roadmap as to what it needed to do to ensure its net neutrality regulations − intended to ensure all broadband providers treated all content equally − would be enforceable: simply classify broadband as a common carrier service under the Telecommunications Act.”
