Arthur Rosen said the Supreme Court’s decision to grant cert in South Dakota v. Wayfair Inc. suggests the justices are considering overturning Quill’s physical presence tax requirement. “My guess is four justices would not have agreed to hear this case just to tell the states to leave it alone,” Mr. Rosen noted.
