Alysse McLoughlin told a Georgetown University panel that reporting inconsistencies make it hard to determine when a taxpayer is required to report federal changes to the states, in part because different events trigger the reporting requirement in each state and states have different filing deadlines. Ms. McLoughlin added that taxpayers need to track the filing period for refunds, warning that a late filing could result in the loss of the refund.
