Überblick
Scott A. Weinstein provides legal counsel on health care regulatory compliance, contracting and transactional due diligence, with a focus on health information privacy and security, Medicare and Medicaid’s health information technology and quality reporting requirements, and clinical research regulations. Scott additionally provides legal counsel on federal and state privacy and data protection laws, with a focus on privacy audits and the development of internal and externally facing privacy policies for websites and mobile applications.
Previously, Scott served as a presidential management fellow in the US Department of Health and Human Services, Office of the National Coordinator for Health Information Technology (HIT) and in the Executive Office of the President, Office of National Drug Control Policy. In these roles, he focused on issues related to health information privacy and security, electronic health record and health information exchange adoption, and prescription drug monitoring program implementation.
Scott co-authored a white paper analyzing the impact of the Centers‘ for Medicare and Medicaid Services shift to „pay for performance“ models and Congress’s passage of the Merit-Based Incentive Payment System. He also co-taught a continuing legal education course entitled „Medicare Value-Based Payment and Quality Reporting for Physician Services: Navigating Recent Changes.“
While in law school, Scott was a managing editor of The George Washington Journal of Energy and Environmental Law. He also earned a graduate certificate in health policy.
