PARIS (March 4, 2013) — International law firm McDermott Will & Emery is pleased to announce the arrival of three well-known practitioners who will strengthen the Firm’s energy, mining and infrastructure practices in Africa.
Jean-Claude Petilon, who joins the Firm as Senior Counsel in the Energy Advisory Practice Group, has specialized in projects related to Africa for more than 30 years. He has expertise principally in the areas of energy (petroleum, power projects), mining, privatizations (both as an advisor to private investors and governments) and project financing. Jean-Claude has extensive experience in acting for major mining and petroleum companies in negotiating international contracts and special tax regimes and in obtaining financing for the implementation of their projects. He also has acted for African governments in the restructuring of institutional sectors such as energy, tourism, public enterprises, transportation and telecommunications. Jean-Claude is recognized as a key individual (Top 1) in such publications as Chambers Global, European Legal Experts, Legal 500, the International Who's Who guides, and Privatization Public Private Partnership Review.
Born in France, Jean-Claude was educated in the U.S. and lived in Washington, D.C. for a number of years early in his career. He graduated from Penn State University with a BA, and received his JD degree from George Washington University, followed by a Ph.D. in law from the Sorbonne. He is licensed to practice in Paris and Washington, D.C.
Liliane Doukouré joins the Firm as counsel in the Energy Advisory Practice Group. She has extensive experience in drafting and negotiating agreements in the petroleum sector (production sharing agreements, concession agreements, leases joint venture agreements, unitization contracts). Liliane's international experience includes acting on behalf of private companies, as well as governments, in Algeria, Burkina Faso, Côte d'Ivoire, Gabon, Guinea, Guyana, Niger, Democratic Republic of Congo, and Tunisia. As the former legal director of PETROCI, the national petroleum company of Côte d’Ivoire, she has assisted African governments on related legislation and regulations, and has assisted private operators to negotiate agreements and finance projects in Africa. She assisted the Government of the Côte d'Ivoire in the restructuring of its petroleum legislation and contributed to the drafting of the framework regulation of the downstream sector. She also successfully represented a national petroleum company and a private investor in international arbitrations under the auspices of the International Chamber of Commerce (ICC). Liliane received her law degree from the University of Abidjan in Côte d'Ivoire, which is affiliated with the University of Nice. She is member of the Paris bar.
Matthieu Adam also joins the Firm as counsel in the Energy Advisory Practice Group. Matthieu practices in a wide range of legal areas relevant to international projects (including corporate/M&A, international contracts, grant/acquisition/assignment of exploration and operating permits, project financing, merger control, climate change/carbon credits, distribution law). Matthieu regularly advises French and international companies on projects and transactions on the African continent and in other geographical areas, principally in the energy (e.g., oil & gas, electricity, renewable energy), mining and infrastructure sectors and has also experience in competition/antitrust matters. He assists clients in dealing with the various legal systems relevant to their activities in Africa, both at the national and regional levels (e.g., OHADA, CEDEAO-ECOWAS, UEMOA-WAEMU, CEMAC-ECCAS, COMESA). Matthieu received his post-graduate business law degree (DEA) in 1999 from the University of Paris I and graduated from Sciences-Po Paris (Economics and Finance Diploma) in 2000. He is member of the Paris bar.
