Stephen Ryan, representing Florida’s Martin County in litigation over federal approval of bonds for a rail line, said the lawsuit helped halt the project. “In 2014, we were told the thing would be up and running by now,” Mr. Ryan said. “But they haven’t begun construction of the line. They’re in the same place today that they were then.” The project withdrew its application for the bonds due to the challenge, leading a federal judge to rule the lawsuit moot.
