Trump’s Big-League Defense Buildup Would Face Hurdles in Congress


James Moran, assessing Donald Trump’s defense spending plans, said the President-Elect “has been pretty clear about what they want to do. First thing, he wants to repeal the [budget] sequester—big deal and he’s been adamant about it.” Mr. Moran added that, because of diminished Democratic clout, he doubts they “can any longer insist on a budget balanced between defense and non-defense because Trump’s budget won’t be.”
