Arthur Rosen told New York University’s 36th Institute on State and Local Taxation that fights over the economic presence of tax nexus have been going on for decades but that digital-era advances have made some of the objections obsolete. “The law is outdated,” Mr. Rosen said. “We now have high-tech computers that can make applying and collecting these taxes not a burden.”
