Ankur Goel said that the Affordable Care Act cost-sharing credits which a federal judge found to be unconstitutionally approved “are an important funding mechanism, so if those payments are not available, I think that would have a very serious impact” on the ACA health exchanges. Mr. Goel had co-authored an amicus brief siding with the government in a previous case challenging the ACA.
