Stephen Ryan said that if a federal court does not support the lawsuit of his client Martin County to enjoin or stop the issuance of bonds to build a Florida a high-speed passenger rail project, “then we will never be truly heard” because investors who buy the bonds will want it to succeed. Mr. Ryan asked the court why the bond financing can’t be delayed until the lawsuits by two counties are heard on the merits of the law rather than having the counties seek an injunction.
