Michael Morgan said companies testing self-driving cars want to do so in states with laws that recognize such cars, so the companies are not held negligent for operating a technology that isn’t legally addressed. “You need legal cover,” Mr. Morgan noted, “which at a minimum is a statute that recognizes it and allows you to do it.”
