James Moran, a founding board member of the Bridges to Independence nonprofit which helps the homeless in Alexandria, VA, recalled how he worked with an Episcopal priest 30 years ago to create the group. Its departing board president added that Mr. Moran, while serving in the House of Representatives, arranged for an earmark that enabled Bridges to purchase its first building.
