Peter Faber expressed in a letter to the Internal Revenue Service his “philosophical concern” for the tax system in light of the proposed debt-equity regulations (REG-108060-15). He asserted that the IRS’s approach goes beyond its intended target of abuse, which he said should be addressed in ways that lack unintended and undesirable consequences.
