Marc Sorini explained that, because most state alcohol beverage franchise laws were not passed until the 1980s, they are ”a relatively recent phenomenon and the system worked fine for 50 years before franchise. And you have very viable three-tier systems in states without franchise.” Mr. Sorini pointed out that the majority of states don’t have franchise laws for wine and spirits distribution, and in those states the three-tier system is alive and well.
