Stephen Ryan speculated that the primary election defeat of House Majority Leader Cantor could make passing even routine legislation even more difficult, leading to greater gridlock in Congress. Given the Tea Party’s role in Cantor’s loss, Republicans in the House and Senate must look ever farther to the right to make sure they are not outflanked, Mr. Ryan noted, because “it leaves every Republican member with ice in their heart. I think that makes it harder to legislate.”
