Lionel Lesur said that, by announcing asset divestments to facilitate regulatory approval of their proposed merger, major French and Swiss cement companies acknowledge competition authorities’ concerns and “address many issues,” but “it is difficult to say if they address all of the concerns” the European Commission may have. Mr. Lesur noted that the companies “made commitments in obvious markets and I would not be surprised if, at the end of the day, the commission managed to obtain additional commitments from them either in these markets or in other jurisdictions.”
