James Moran cautioned that, while tax reform is needed and is wanted by many Americans, the reform necessary to better fund social and infrastructure needs “is going to affect everybody adversely. You don’t get a lot of thanks. It’s going to be extraordinarily difficult.” Nevertheless, Mr. Moran said momentum toward comprehensive tax reform is building, and he gave it three years to reach fruition. “I think the stars will align,” Mr. Moran predicted. “But it’s going to take someone in the White House also who is willing to make it a top priority.”
