M. Miller Baker argued the case for the appellants as the U.S. Court of Appeals for the D.C. Circuit Jan. 27 affirmed a district court’s decision that the secretary of health and human services acted reasonably in making a downward adjustment to the rate paid to rural and sole community hospitals to ameliorate the increasing rate paid to all hospitals due to the revamping of the diagnosis coding system.
