Diann Smith said she believes that, as Delaware winds down its two-year-old voluntary disclosure agreement (VDA) program for unclaimed property, most of the voluntary disclosures are still being completed. Stephen Kranz concurred that “the process has been very slow to move to closure in part because they are going through such an intensive verification process, very similar to an audit.”
