Stephen Kranz said he finds the method by which the District of Columbia included a list of tax haven countries in its latest budget support bill to be unconstitutional. “The inclusion of the list of tax havens in the District budget and the approach taken to the issue violate the foreign commerce clause,” Mr. Kranz explained.
