Eric Zimmerman said that the electronic health record requirements in the new draft regulations for how Medicare pays clinicians create “an infrastructure question” that could mean “a downward spiral” for some smaller health practices. Sheila Madhani added that “no one is going to really want to participate” in the new merit-based incentive payment system contained in the regulations, and predicted as a result that “there’s going to be this push to get into APMs [Alternative Payment Models].”
