Arthur Rosen responded to suggestion that New York tax compliance personnel are overreaching in their enforcement efforts by saying, “I don’t think the [New York] audit staff are bad people. They just don’t have the same approach to the importance of the law. Audit staff looks to get something out of every corporation. The higher-level people understand that the law is supposed to control.”
