Lionel Lesur called the Paris Court of Appeals rejection of fines imposed on a French endive cartel “quite odd” because the court “seemed to go much too far – basically saying that endives producers’ organisations could effectively engage in all kind of anticompetitive conducts, including setting up hardcore cartels on prices, so long as doing so fit the mission entrusted on them” by the EU’s Common Agricultural Policy.
