Arthur Rosen remembered Multistate Tax Commission pioneer Eugene Corrigan, who died at age 90. Mr. Rosen noted that Corrigan in 2003 wrote that states should not reject without serious consideration Rosen’s suggestion of a federally mandated physical presence standard for business activity as a possible political tradeoff for congressional help on remote sales tax authority.
