Jacob Hollinger said that while state programs to implement the Obama administration’s new carbon emissions reduction plan for power plants and other stationary sources could extend into the next presidential administration, “If the environmental community felt a new administration is being too lenient, they could potentially challenge an approval” of a more lenient state plan.
