Philip Tingle and Martha Pugh identified areas the US Department of the Treasury should address in forthcoming guidance on the begin-construction date for solar and wind facilities under the investment tax credit. “It is important for companies to have certainty on these issues as they consider the development and construction of large-scale solar and wind facilities,” Mr. Tingle and Ms. Pugh wrote.
