For Congress, Shutdown Averted, Budget Crisis Still Looms

James Moran said the budget continuing resolution passed by Congress “puts a great burden on federal government program managers, because all the Congress said is, ‘Well you can do what you did last year with the same amount of money.’” He blamed the problem on the end of budgetary earmarks. “The way you negotiate is to put something in an appropriations bill that a member needs,” Mr. Moran continued. “It may be messy [but] that’s the way the political process is supposed to work.”
