Jeremy Earl said that President Trump’s initial moves on Obamacare have caused “unease” among insurers, who want reassurance that the exchange market will not implode while time is of the essence. Mr. Earl pointed out that because plans will need to start submitting exchange products for 2018 in the next two months, “we really are talking about a short time frame. Those things take a month or more to put together.”
