Ankur Goel cautioned that, although President Trump ordered agencies to remove at least two previous rules for every new rule implemented, guidance documents aren’t considered rules and would fall outside of the scope of this executive order. Mr. Goel said he doesn’t believe the law will have an immediate impact on the healthcare industry, and expects that much of it will be interpreted and clarified by the government and industry at a later date.
