David Levine said, based on his experience with U.S. sanctions law, that companies interested in exploring business opportunities in Iran should move carefully if Western economic sanctions against that country are lifted. “The downside risk is severe” if caution is not exercised, Mr. Levine noted, citing penalties including prison and big fines.
