IRS Appeals Realigns, Reviews Settlement Authority

Jean Pawlow said it makes sense for the IRS Office of Appeals to consider organizational changes because “the IRS right now is under a lot of stress and pressure and scrutiny. If TIGTA [Treasury Inspector General for Tax Administration] issues a report that says something is wrong, it’s not surprising that the IRS tries to fix it.” But she added that taxpayers are upset over rumors that the Appeals Office may take sole settlement authority away from regional offices across all work streams, not just penalty appeals cases.
