Carlyn McCaffrey said, citing the controversy and lack of clarity for the proposed IRS estate transfer rules, “Most of us in the estate planning community don’t really know what [the proposed rules] mean. We have a general idea as to what Treasury was trying to accomplish, but we’re not sure how they get there using the words they wrote. So, what I think we’re all in agreement over is that there will be substantial changes if they do become final.”
