Jim Moran (described as “a former ‘cardinal’ on the House Appropriations Committee”) called the recently passed 2017 omnibus appropriations package a “skirmish,” adding that “the real war will be fought” in the FY 2018 spending bills because “those funding levels may have to stand for 18 months.” “For that reason, Mr. Moran added, “I don’t think the White House and the Republican leaders will be as willing to compromise in the next round.”
