Ron Holland commented on the National Labor Relations Board’s proposal to undo a standard that a business legally employs another’s workers when it has “reserved” or “indirect” control over them. “It’s not ‘direct control’ but it’s sort of this amorphous ‘have you reserved the right to control in a particular contract’ … [that] leaves it a guessing game,” said Holland.
