Jean Pawlow told a Tax Executives Institute conference that taxpayers are frustrated with IRS Large Business and International agents who aren’t familiar with their industries and require education on basic concepts. But she added that the additional time taxpayers spend on presentations and educating agents seems to be part of a new normal and is a way to establish good relationships with the agents.
