James Moran said that House of Representatives leaders had completed work on separate spending bills and “then planned to send them over to the Senate as an omnibus,” but incoming Trump chief of staff Priebus asked House Speaker Ryan to simply pass a new continuing budget resolution. “Ryan’s a good soldier but he wanted the bills to go forward,” Mr. Moran said. “All the leaders wanted that, just to clean them up and do it.”
