Jacob Hollinger called the EPA’s Clean Power Plan (CPP) “the biggest game in town,” adding that the plan “encourages states to develop control mechanisms that are out of the box, and it leaves room for considerable flexibility in the execution of the rule.” As for the EPA’s Cross State Air Pollution Rule (CSAPR), Mr. Hollinger said it “is likely to pit upwind states against downwind states, and many states believe the rule is still not enough … We are likely to see further frustrations resulting from this issue.” Read the full article
