Laurent Ayache brought suit in the Rouen Administrative Court against a school where a bullied student committed suicide, contending that because the school had no procedure to warn about and prevent harassment “there was a failure in the public service of education and because of this the State is responsible and must be held to account.” The Court agreed, ruling that in light of the suffering of the student and the absence of a suitable management procedure for the problem at the school, the state failed to provide proper educational service.
