James Ross, speaking earlier in 2016 regarding inclusion of the OECD BEPS (base erosion and profit sharing) report proposals in the UK Finance Bill, said “the ink is barely dry on the report, and it would be fair to say that it does not yet represent a settled consensus,” so it was “something of a surprise” that it was included in the Bill.
