Jeremy Earl said provisions in a new draft regulation that tighten Affordable Care Act special enrollment periods and grace periods sent a “measure of reassurance” to insurers that their ACA concerns are being addressed. He added, however, “If you were a company who was on the fence about [staying in the health exchanges in] 2018 before this rule came out, these changes aren’t likely to be significant enough,” to remain in the market.
